Oqood and a title deed are both linked to property registration in Dubai, but they are used at different stages.
An Oqood registration usually relates to an off-plan property that is still under development. A title deed is generally issued when the property is ready for final registration in the owner’s name.

What Is Oqood?
Oqood is Dubai Land Department’s system for managing and registering off-plan property transactions. It allows developers to register units sold before project completion in the provisional real estate register.
An Oqood registration usually records key details such as:
- the development and unit;
- the purchaser;
- the developer;
- the sale information;
- the provisional property interest.
It confirms that the off-plan sale has been recorded in the provisional register. It does not mean that the buyer has received the final title deed for a completed property.
Buyers should also understand that Oqood is more than a reservation form or sales agreement. It is part of the official registration framework for eligible off-plan transactions.
What Is a Title Deed?
A title deed is the official ownership document issued by Dubai Land Department for a registered property. It identifies the owner and the property recorded in the final real estate register. Dubai Land Department also provides a service through which the validity of a title deed can be verified.
A title deed is commonly associated with:
- completed properties;
- land;
- completed units;
- properties that have moved from provisional to final registration.
The document may later be updated when the property is sold, gifted, mortgaged, released from a mortgage, or when approved ownership information changes.
The Main Difference Between Oqood and a Title Deed
The simplest difference is the registration stage.

Does Oqood Prove That the Buyer Owns the Property?
Oqood proves that the buyer’s eligible off-plan purchase has been registered in the provisional register. However, the legal record remains at the provisional stage until the requirements for final registration are completed.
Dubai Land Department describes initial sale registration as the registration of off-plan units or certain land plots in the provisional register. A separate completion process may later allow compliant parties to receive the title deed.
This means an Oqood record is important evidence of the buyer’s registered interest, but it should not be described as the same document as a final title deed.
When Does an Oqood Registration Become a Title Deed?
The change does not happen simply because time has passed. The project and unit must reach the required stage, and the relevant registration conditions must be met.
This may include:
- completion of the project and unit;
- fulfilment of the buyer’s contractual obligations;
- completion of the developer’s registration requirements;
- confirmation of the unit’s final details;
- processing of the final registration and title deed issuance.
Dubai Land Department has a service that allows parties who have met their contractual obligations to complete the initial registration procedures and obtain a title deed.
The exact process can depend on the project status, payment position, developer records, financing arrangements, and property file.
Can an Off-Plan Property Be Sold Before the Title Deed Is Issued?
A registered off-plan interest may be transferred in eligible cases, but the procedure is not the same as selling a completed property with a title deed.
The buyer and seller may need to check:
- whether the original sale is registered;
- the developer’s requirements;
- outstanding instalments;
- any financing or restriction;
- the type of provisional transfer required.
The transaction should be reviewed against the existing Oqood record before any transfer documents are prepared.
Is Oqood the Same as the Sale and Purchase Agreement?
No. The Sale and Purchase Agreement is the contract between the buyer and developer. Oqood is the official provisional registration of the eligible off-plan sale.
The two documents are connected, but they perform different functions:
- the agreement states the contractual terms;
- Oqood records the transaction in the provisional property register.
A signed sales agreement alone should not be assumed to confirm that the off-plan purchase has been registered.
